Background
Tanzania
Public Service College (TPSC) was established in 2000 under the
Executive Agencies Act № 30 of 1997. Its creation followed demand
training facility for public service that resulted from the expanding
Government operations and the changing needs of Public Services and
implementation of the Public Service Reforms. This situation called for a
training institution that was autonomous and economically vibrant
Public Service College. TPSC functions became more important with the advent of the Public Service
Reform Programme (PSRP) whose main aim was to transform the Public
Service into an organ that has the capacity, systems and culture of
offering customer-focused services, and a culture of continuously
improving these services. Thus, the creation of TPSC was also seen as a
handy facility for lending support to the PSRP in the sphere of training
and development of Leadership, Managerial and Administrative
capabilities for improved public service delivery.
TPSC
operate in five campuses and namely TPSC Dar es Salaam Campus headed
by Principal, TPSC Tabora headed by Compus Director, TPSC Mtwara headed
by Compus Director, TPSC Singida headed by Compus Directors, TPSC
Tanga headed by Campus Manager and TPSC Center for Graduate Studies
headed by Director.
TPSC Vision:
“To be a centre of excellence in learning and support foe Public Service”.
The
goal of TPSC is to contribute to good governance and improved
performance through the transfer of knowledge that will assist in
improvement of productivity and performance of Tanzania’s Public
Service.
TPSC Mission:
“To
improve the quality, efficiency and effectiveness of the Public Service
of Tanzania by proving comprehensive training, consultancy and applied
research interventions”.
In
furtherance of TPSC mission and in collaboration with other training
institutions and individual experts in the country and outside the
country, TPSC intends to be responsive to clients’ needs, committed to
professionalism, quality, innovation, change and the use of the latest
technology.
Functions and Objectives of TPSC:
The functions and objectives of TPSC are as follows:
- Development of skills, knowledge and awareness in Management, Leadership, Administration and Office Support. This will be achieved through delivery of quality, demand-driven and practically oriented training programmes;
- Offering advisory services in Public Service Management;
- Providing training capacity (volume, range, quality) that meets the public service requirements;
- Disseminating knowledge on good Public Service Management (Best Practice); this will be achieved through applied research and publication of research findings;
- Development of skills in new management technologies;
- Awarding Diplomas and Certificates to qualified graduates of professional programmes; and,
- Transforming CSTC and TSC (former) into an effective efficient and professional Public Service Training Agency. This will be achieved, in part, by entering into strategic alliances with public and private training and development institutions and individuals.
The
College will concentrate her programmes on “performance improvement”,
although it will also offer in addition, a few professional programmes
designed to prepare school leavers for a meaningful career in the Public
Service as a viable career option to the private sector. The
professional programmes will lead to accredited or certified
qualifications and will include Certificate and Diploma level
programmes.
Consistent
with the stated mandate, functions and objectives, TPSC is challenged
to offer comprehensive and interrelated training and development
programmes throughout the vertical spectrum of the Public Service (i.e.
at junior and middle level).
TPSC offer Postgraduate Diploma Programmes in the areas of Public Service Management, Public Sector Financial Management, Records & Information Archives Management, Leadership & Governance and Public Procurement &Supply Management.
